Eidos International was established in 2010 and is an independent, research driven think-tank whose primary focus is to facilitate the development and uptake of evidence-based policy in government. As a public policy think tank free of an ideological bent, Eidos International is a unique entity on the international political landscape, consisting of a network of member universities, research institutes and industry partners.

Eidos International is entirely collaborative at every level and operates under principles of innovative networking. The Eidos International vision is of an inclusive, collaborative society defined by the continual relevance of our collective voices to the running of the country. Eidos International is a supporter of open democracy and research-driven approaches to policy and political practice throughout the globe.

Universities, as the pre-eminent drivers of knowledge creation and dissemination have significant opportunities and responsibilities within the public policy space. As an independent, research driven think tank, Eidos International exists in response to the following challenges:

  1. the increasing complexity of effective public policy design and implementation;
  2. the rise of innovative networks and an increasing need for public/private partnership;
  3. the transition of our global economy from industrial to knowledge based; and
  4. the need for pragmatic implementation of research driven policy.

Our response to these challenges is structured within the following key areas:

(a) Excellence: Eidos International draws together the talent and expertise offered across each university in the pursuit of a critical mass of increasing intellectual capital and research. We need to build in more time where it is needed to come up with robust evidence that is adequately tested.

(b) Collaborative leadership: Eidos International is dedicated to tackling complex problems from a fresh perspective - governments and public and private institutions working together to make choices create better future for societies.

(c) Innovation: Eidos International stages a number of events and forums dedicated to exploring and disseminating research and thinking. We are dedicated to searching for new ideas and better ways to create the future. Society needs new ways of supporting the analysis of problems to develop evidenced-based public policy responses, including contestable ideas to work through the problems which society faces and the provision of cross-national partnerships in evidence-based public policy innovation.

(d) Influence: Eidos International is committed to ensuring that the critical mass of evidence based research it gathers is used as a weapon for influencing and advocating for tangible policy development and change. Through network influence and strong working relationships within government sectors, Eidos International continually seeks to implement pragmatic change including community demonstration projects and the dissemination of results for the benefit of all communities.

Aims of Charter

Each member of Eidos International agrees to abide by this Charter to co-operate for the benefit of all members to enable each member to participate in Eidos International. The Charter is binding on all Eidos International's national partners. The Charter commits Eidos International and all other Eidos International signatories to meeting best-practice standards on public accountability and transparency. It sets out core values, operating principles and areas for particular attention by Eidos International. These include good governance and effective management; ethical fundraising and multi-stakeholder engagement. The general objectives of the Charter are to promote and encourage education and research activities that will work towards collectively solving key national and international policy issues.

Meaning of words and expressions

In this Charter:

(a) Congress means the annual assembly of representatives from a member’s network;

(b) Eidos International Committee means the committee consisting of:

(i) one representative from each member’s Executive Advisory Council; and

(ii) one representative from the not-for-profit entity overseeing the operation of each member’s network;

(c) Executive Advisory Council means the council established by a member consisting of one representative from each constituent from a member’s network;

(d) International Congress means the annual assembly of representatives from the members of Eidos International; and

(e) Regional Director means the person appointed by a member to liaise with the other members in its network and the members of Eidos International.

Article 1

Each member subscribes to the objectives of Eidos International which are:

(a) to build the capacity of education and social researchers, policy-makers and practitioners to work together to turn excellent research-informed ideas in their areas of expertise into effective, best-practice policy;

(b) combine research, policy and practice to produce world-class learning environments and communities;

(c) sharpen the focus and increase funding for education and social research organisations;

(d) position educational and social professionals as leaders of applied educational and social development knowledge and practice; and

(e) strengthen the position and influence of the members at the forefront of research, policy and practice in important aspects of education and social futures – locally, nationally and globally.

Article 2

Each member will consist of at least three universities.

Each member will have:

(i) an Executive Advisory Council; and

(ii) a Congress;

as part of that members network.

Each member will have a Regional Director of its network to liaise with the other members of Eidos International.

Article 3

Each member will have a not-for-profit entity to oversee the operation of that member’s network that:

(i) is independent of the members of the network and any government organisation;

(ii) has a constitution to govern the internal management of the entity;

(iii) is governed by an independent, skills-based board; and

(iv) has legal representation independent of the network members.

Article 4

Each member will have a set of rules to govern the operation of its network that are consistent with the requirements set out under this Charter.

Article 5

Each member will co-operate and where applicable collaborate with other members to enable each members participation in Eidos International. Each member will appoint representatives to attend an annual International Congress. Each member will host the International Congress, as determined by the Eidos International Committee with the agreement of the hosting member.

Article 6

If a dispute arises between the members (the Dispute), the members agree to negotiate in good faith to resolve the Dispute. If the Dispute has not been resolved by negotiation within a reasonable time then any member may refer the Dispute to the Eidos International Committee for resolution in accordance with guidelines developed by the Eidos International Committee. Nothing in this clause will prevent a member from seeking interlocutory relief through courts of appropriate jurisdiction.

Article 7

A decision of the Eidos International Committee may only be resolved by the unanimous decision of the members of the Eidos International Committee.

Article 8

The Charter may be altered at any time by the Eidos International Committee.
